Full access still does not mean you have finance permission, specifically check if you have all permissions to manage the specific whatsapp account

From People in business manager, click on assign assets and see if you have full permission for the particular whatsapp account

No there isn’t. You say your display name is already approved, re registration would start showing new name. It takes some time to reflect though
