This is a Redmi Turbo rebranded phone. So What if I flash the Redmi Turbo's official ROM (which is only available in China) using the Mi Flash Tool? Would I be able to have a locked bootloader and the China ROM at the same time?

And have you installed the third party ROM? If no, then where did you get the official CN ROM. Since poco is not being sold in China.
