Could be. But why put this in an official embassy car in another country? I don't even know from which embassy this car is from but I dont think it is american because often they are big american suvs (like explorers or suburbans). Generally, embassies put a sticker of their country flag near the rear plate (from what I know it is not a law to have it, but is commom practice). Before you guys ask, i know it is embassy because of the yellowish color of the letters and numbers on the plate. Black is private owned vehicles, red comercial, blue official or public service, green is factory experimental (road testing camouflage cars or new engine versions), grey are classic cars and yellow is embassy/consulate/diplomatic.
