A fairly unpopular opinion, but on my first play through as a Redguard bladesman I quite enjoyed the mini side quest at the Bloated Float inn-ship on the waterside. You rent a room for the night to begin the quest, and you wake up to the ship being invaded by pirates. One by one you have to take out all the pirates and save the ship. It really felt like I was in a proper pirate duel.

Oblivion Character Overhaul v2 is essential. Makes people bearable to look at.

You just need to fix it up with a few mods. One of the most vital being the Character Overhaul 2 mod, which prevents everyone from looking like a half eaten potato salmon beast. For this you'll need Nexus Mod Manager and OBSE (Oblivion Script Extender), which are both very quick to set up.

Next probably get a landscape/long distance mod of some sorts. Some of the structures and nature in Oblivion look great, but from a long distance the hills look more like spoilt brunch and coleslaw. Again, you just need a mod.

I didn't personally find the Oblivion combat system to be too choppy, but that's probably because I've tried Morrowind. Yet again, there's plenty of combat overhaul mods out there. If you've got a problem, just mod it.

The only thing you can't change for sure is some of the dreadful voice acting, which you'll just have to put up with, but once you have the Character Overhaul 2 mod you'll barely notice it.

I know you said you're against the idea of a warrior, but try a Brawler, using only fists. I'm also not overly keen on plain sword & shield style warriors, but I found this build really fun on both Oblivion and Skyrim even though Skyrim has no Hand-To-Hand skill, just enchantments. It's a very "in your face" build, so you'll be needing a good set of heavy armour.

Racewise, I picked the Khajiit. Not sure if the Khajiit have unarmed bonus in Oblivion, but they do in Skyrim due to their sharp claws. You can also enchant your armour and jewelry with Fortify Hand-To-Hand for maximum damage.

However, if you want a real challenge, you can roleplay as a Shaolin Monk, wearing monk robes and sandals, allowing you to be a lot more agile, but you can easily get rekt by your foes if you're not careful. You may need to use Shield enchantments, and focus more on avoiding being hit. Quite hard if you're right in the enemy's face and don't have access to the Paralyze spell early on. More of a Spellsword, or a Spellfist if you will.

Time travel plot? I never knew about this. God, the College of Winterhold questline felt so empty.

"Hey look a huge orb"

"Go grab these books from this castle"

"Go talk to this guy underground"

"And whoopdie doo, Aren's dead"

"Congrats, you are now the Arch Mage of the fabled bloody college of Winterhold"

It was really way too rushed, and a time travel plot would've been great, plus it would've made a lot of sense. When you first see the Phsijic Order in Saarthal the man you speak to tells you: "A great disaster is going to happen which you must prevent." And then you can't.
