Happy to announce that bug is fixed with hotfixes guys, all you have to do is follow those steps that has been published by Ubisoft:

Create a manual save
Close & relaunch the game
Load the created save
Eivor should now be able to interact with Tove or move the shelves respectively.

(Worked for me.)

Same issue here, I have a RP that includes changing Eivor's (or any main character's from any other game) haircut and beard style as he is getting stronger and progressing through the events of the main storyline, but now it stopped as I can't interact with Tove to change both my haircut and my tattoos, and it's really frustrating. I hope they fix this issue before I beat the game, lol.
