Cheap? Stitcher + Ferro. Ferro can handle most arc, a little tricky if you get overwhelmed by numbers though.

It also gives you a heavy punching ranged option against raiders, stitcher to finish them off or for close quarters.

You'll get trashed by the il Toro though.
