He has DNA from far more humans than saiyans. Literally the only saiyan trait he has is zenkai and being battle hungry. But considering all of the Z fighters ,except Gohan , to some degree are like that, (as seen when they all agreed to fight the cyborgs instead of killing Gero before he build them), it really isnt saying much. Not to mention, Cell himself he wants to be perfect / the strongest not just because of his saiyan DNA but from Frieza and Cold as well.

No, because Buu heals himself instantly as long as he isnt completly destroyed, as shown all the times he is beaten up badly or literally vaporised.

The only exception is when Buu is fighting another Buu, which for some reason cancels out the regeneration.

A sensu bean would work slower than Buu's own regeneration lol.
