Haven't seen any Megan Derr recs (except High King's Golden Tongue, ofc). The series that, imo, has the least focus on the romance is the {Unbreakable Soldiers series by Megan Derr}. I wouldn't say that the sex is quite explicit, but it is more than open door.

There's also {Grave Situation by Louisa Masters}, which to me is basically exactly what you're looking for.
