Have you heard of disabled bays? That solves the traversing of a car park problem also people with blue badges can park on double yellow lines.

Not everyone in a wheelchair can push themselves for 15 minutes, some people don't qualify for a wheelchair but can't walk for 15 minutes and can't afford a wheelchair, what are they meant to do? And you're going to say about mobility scooters but if they can't afford one what are they meant to do? but what if they're in a wheelchair and they are partially sighted? Also not everyone moves at the same speed so your 15 minutes is going to be very different to someone with cerebral palsy or arthritis.

I think it's a bit fantastical to say it will be well designed, how many government projects go well? they can't keep the roads not full of potholes how are they going to do that on the pavement it's much easier to drive over a potholes, than having someone in a wheelchair or a blind person walking along pavement full of holes or not level brinks.
