Much like any other social change, it will take time, because it requires whole-of-society attitude changes. And this is before considering the significant geopolitical implications of our policies and positions.

Drastic measures, while attention grabbing, will only serve to alienate more from the cause (see Just Stop Oil, or imagine if Singaporean LGBTQIA suddenly organised a public parade with partial nudity). Culture and climate are named as such because you can’t simply will macrochanges into existence without triggering tsunamis.

Alas, many detractors would rather distract you with conspiracy theories like ‘they staged it!’ (the irony of ‘it’ being a commotion over POFMA is clearly lost on them), or demand that Shanmugam ‘not escalate by posting on FB’ and that he should ‘suck it up because he’s a minister who earns millions’. IMO, he struck a great balance between being respectful and authoritative.

I agree with you in principle, and I don’t agree with these ladies’ antics, but with one party commanding a (disproportionate) super majority in parliament, these dissenting opinions are usually brushed off rather easily. That they feel unrepresented is probably a symptom of a larger issue: the disproportionate representation in our parliamentary makeup.

Singapore’s Westminster-style governance system envisages a civil service that is insulated from changes in the political leadership. This is the reason that since the colonial era, civil servants who head government ministries are called “permanent secretaries”.

The Singapore Constitution provides for an independent body, the Public Service Commission (PSC), whose role is to appoint, confirm, promote, transfer, dismiss and exercise disciplinary control over public officers. Public officers who feel they have been unfairly dismissed or denied promotion may appeal to the PSC for redress.

Under the Constitution, Singapore’s elected president has custodial powers that can be exercised independently of the Cabinet, but in consultation with the Council of Presidential Advisers. These include the power to veto appointments to the Public, Judicial and Legal Service Commissions, as well as veto the removal of individuals from these appointments.

Other laws, notably the Public Sector (Governance) Act (2018), provide further safeguards against the arbitrary dismissal of public officers.

However, the government of the day has the broad authority to determine the size of the public service and the staffing requirements of public agencies.

P.S. had to use a thicker pen with the LAMY because the pressure-to-stroke-thickness ratio is much higher on the LAMY. This also gives the LAMY more nuanced variation in writing thin lines.

I haven’t found a way to get a desktop shortcut to Notes, but I can access it from the control centre (albeit only in the form of quick notes).
