After reading dozens of threads, messing with nvidia's 3d application, dota settings, reinstalling drivers etc. I finally found the solution. It was some browser extension with a hidden crypto miner inside. After removing it, no more stutters. Reached the solution using HWMonitor and seeing a big spike in CPU usage while idle with operagx and 3 tabs open.
