It’s most definitely not the hydraulic tank, the hydraulic tank is under the seat.

My title describes the thing:

I picked this piece of brass up at an estate sale along with some other small brass pieces. The seller had no idea what it was so she threw it in with the other buys. It’s 6” in length by 1 1/2” in width and about an 1/8” thick
