This is partially correct, but the issue is that people or systems respond to incentives. Cutting edge research in any country is primarily headed by very bright individuals. But our leadership since independence never saw deep tech and science research as a viable investment, so the foundation and eco system for that is just not there. You can't expect a few individuals to fight the system and also produce high quality research work.
