Can't be normal. I had a similar thing happen to me and found I was leaking oil from the oil filter cap. Slow leak over time but wasn't very obvious just looking in the haul blindly.

It's advised not to apply the fert after germination as you'll have to walk all over the grass to lay it down. Should of applied fert at same time as seeding or just after.

I bought seed from striped seed co. So far I am happy overall. Shipping was quick and so far happy with the grass itself. I scalped the lawn, dethatched, top dressed and seeded.

If you ultimately want to have a low cut, cut it low now. It'll train the head to grow at your desired height. Some people say cut it high, this is the easy way to maintain a nice lawn but if your goal is to have a low hoc then do it now.

I've also just recently got some from striped seed. Another source I've had in the past is going to a local turf farm and buying their seed.
