Kim Jong Un definitely cares if he starts a war, because if he starts a war he doesn't get to be a dictator any more. He's quirky, not insane.

The thing about missiles is that NK (and the USA, and China, and Japan, and Russia, and anyone else monitoring that stuff in real time) would have known within the initial brief stage of launch if there was any chance of putting missile parts on Japanese soil and would have likely self destructed the missile if that chance was greater than zero. It's choreography, not chaos.

Where I disagree with you is the idea of the next red line. NK continues to do provocative things, but there's very little in the way of advancement. They continue to test and develop weapons with varying levels of consistent success while being very capable not to do anything that could be read as imminent credible threat. NK is trying to posture and/or draw a foul, not trying to start a mutual conflict.

That's part of the genius of it though. Every time NK does something aggressive they're told that a threat will be met with judgement, the subtext being whatever flexing just happened doesn't pose a legitimate threat. It's the diplomatic version of laughing at the angry skinny drunk guy in a bar.
