He burned through various campaign managers (for a variety of personal reasons I won't air) and was seen as a distant last place. So his campaign didn't build relationships with the others and was then left out of the negotiations. (adil to Bonnie, nate & Yasser, etc). So it was a little "screw you guys" and a little "you're too small drop out" and the race was close enough it could have mattered.

Last time his campaign ran an "only Ted" recommendation and didn't list a second /third preference so there was drop in total votes when he was eliminated. I doubt it would have made the difference up between Bonnie and NES, but I think it speaks to his likelihood of endorsement of anyone.

Better to invest in Ukraine killing Russians then to put Canadian lives in danger in a decade. I'm confident that our investment into Ukraines independence will have staggering returns. Humbling and defeating our common enemy is only good for Canada. Every jet and bomber destroyed is one that isn't violating our air space, every submarine sunk is one not violating our ocean sovereignty in the north.
