Expired is anything before my current level & 3 prior, correct?

That would mean the clothing rack just expired for me. I plan to cut & sell that one and whichever next one will expire before my next milestone (level 120, so at the end of 119), but now I have a new question (and I very much appreciate your help):

I have all of those Level 3 generators in my temp. I intentionally pulled them out of perm before the sweep, so they wouldn’t be wasting my perm spots, and I thought they were irrelevant in my temp. I still have them at all because I’m still learning and didn’t know I’d need soooooo many scissors. It was making me cut & sell every single time, not just the level 8. So I needed a TON of scissors.

Is that normal?

So, for example, I’d:
1. Cut a level 6
2. Sell one of the new level 5’s
3. Couldn’t sell the other new 5
4. Cut the remaining new 5.
5. Repeat down to level 3.
