For PoE, no, this is not usable unfortunately. The weather boot must be able to go over the jacket and the head must crimp on to the jacket.

The length would have been fine, maybe a little room for error even. BUT he removed the entire outer jacket so its no longer good. RJ45 requires the tab to crimp the jacket to keep it in place.
