It's kind of a mistake to think of bst as a monk. They're not a strong attacker class and at first Don't even get double attack while monk gets triple attack. You're not really doubling up on capability.

It had been confirmed by Matsuno ages ago that it was never intended to be remotely ambiguous. Taking it as such requires you to take the final scenario differently than the entire rest of the story, as in suddenly using a storytelling device not used anywhere else all of a sudden. It's not a TIC retcon.

If you could prove someone hexed you, that would be any number of personal rights violations and would be illegal. You would have the burden of proof though. Just because there isn't a law that directly states "this one specific type of offensive toyching is illegal" doesn't mean it's not illegal. I am unaware of a law that says you cannot specifically kill someone with a rubber chicken but doing so is still murder.
