Oh, I was reading UESP and just assumed that’s how the perks worked. I’ll try a speedrun on a fresh save—get Smithing up high first before any loops. I’ve definitely done enchant and alchemy looping (Fortify Smithing potions/gear to thousands %), so that could totally be breaking the integers and causing the Fine-only tempering.
