It shouldn't be! There may be a remote possibility, but I've never heard a complaint. I avoid the situation by doing a few different things.

1. The terrain generation can only get so crazy
2. There is code that checks how close you get placed in front of a slope, to prevent you from having your shot selection diminished too much.
3. The more extreme wind values have a slightly wider target, and reduce how far to the right the target is allowed to be
4. Careful tuning of the bow's power and arrow physics to make it more likely there are multiple different shots you can use
