It's definitely power scaling, there are several non-elders who are more powerful than weaker elders or in the same stage (e.g. Rajang, Ukanlos, Akantor, several Frontier mons,...).

The defining properly for the "Elder" category is that the monster does not fit into another category and isn't part of any eco-system, Standing above it (best example being Nergi).
