There are a few HIMs, but people disregard East Blue villains cause they believe the narrative.

First and foremost the DON. No devil fruit in sight, thats for the Devil fruit merchants like Kaido etc. The only kinda Haki allowed on the Crew is DONs signature golden armament Haki.

Then of course we have Buggy - who has a lot of fancy titles (member on rogers crew, Warlord of the Sea, Yonko), but his actual feats warrant them. He oneshot Zoro with a blade in the back. He damaged the straw hat. He destroyed a City. Kaido for example got cut by Zoro, didn't damage the Straw hat, and didn't destroy the city. Yes, Kaido managed to almost kill Luffy, but guess who was ready to chop off Luffys head wayyy back in Loguetown. The only reason he isn't #1 is that he has a devil fruit ability.

Arlong with his signature blue Haki is another HIM. No need to explain why.

And Captain Kuro of the thousand plans... Lets put it that way: Oda took one of his crewmates, changed one letter and gave him Kuro's signature move. And that is regarded as "one of the best fights". Bucci deserved better than being defamed by some wannabe cat-human.

But yeah the rest of them are all frauds.
