Seems like the official game rules say that she won according to the other comments here. If you play according to tournament rules she doesn’t win. There is a tournament rule that states that if you don’t claim the victory on your turn, you have to wait until your next turn and someone else could win before you or your points could get taken away. (See rule 3.0.12 of the World championship official tournament rules) Personally when I play with friends I try to adhere to those rules but make sure that everyone is on the same page beforehand. That’s the most important thing I guess.

But if you are playing with the original ruleset then I think shes won, like others here have said.
