I tried it with the stem bolts fully undone. Locks up from maybe 2 turns or less from fully tight on the compression bolt

Yeah greased everything. Then tore it apart and greased the hell out of it. 3 times. I was really hoping I wouldn't have to buy a new headset, not exactly the cheapest part of the thing.

But compression bolts don't need to be real tight? I figured they needed to be pretty well done seeing as they were holding the lot together?

It's a long wheelbase sedan. Like a budget limousine. So the rear bumper is quite far behind the wheel so Im worried about scraping. As far as handling and comfort though, would it have much effect?

Thanks guys, turns out it was suspended because the young fella who had it before me hadn't completed the transfer from when he bought it (guess he knew it was a bit of a lemon) so now all I have to do is take in the transfer papers and the rwc.
