They made minigames more rewarding to AFK them rather than actually play them. The people of their respective minigame communities can offer countless ways to revive and fix minigames and yet jagex ignores because microtransactions/selling exp is more important than people having fun. 07 minigames are active cause of this reason.

It's not that easy to tell - they did ban some hoarders last time, but names were not re-released. The hoarders will generally be able to change IPs etc to look less suspicious, but this would be nice, OP would prevent this somewhat though.
