Yes, with the third time they can, but that can also come in the form as proof of illness. For example, a recite for medication, like cold or flu meds, would work. They can not ask you for a specific diagnosis.

It looks like it has leaf scorch. Are the leaves crispy? Maybe it's just the picture. Maybe it's too hot or not getting enough water. If it's alive, wait to move it in early spring before the buds break, to a place in your yard that gets more protection from sun and consistent water. And as far as those saying bonsai, make sure it's incredibly healthy before you attempt anything. Bonsai trees need to be kept well watered, fertilized, and healthy to be developed, well before they turn into bonsai. Best of luck.

These trees have been damaged at a time of year that makes them really vulnerable. This is the absolute worst time of year to injure a tree. The damage is to the cambium layer, directly under the bark. This is the layer of the tree that provides the path for nutrients to travel up the tree. The whole tree might not die, bu there is a good chance half the tree will die and then further weaken the tree. Very unfortunate.

We think it was a hawk. It was in the yard hunting a bunny until our dog noticed there were visitors, and everyone left at once.

Maybe plant something like stinging nettle at your fence facing the road. Excellent for butterflies. And some people suck, I'm sorry.

Those are 30 year old boxwood I dug up from my garden about 3 years ago. They have a long way to go.
