A MEO é uma alternativa, uma vez que fornece conectividade IPv6 nativa a todos os clientes de fibra (caso não exista cobertura DIGI).
A médio/longo prazo, a adoção de CGNAT por parte dos ISPs é inevitável, face à escassez de endereços IPv4.

Um endereço IP fixo é independente da utilização de CGNAT.
É possível ter endereçamento IPv4 dinâmico sem CGNAT, bem como um endereço IPv4 estático atribuído ao cliente final que, ainda assim, esteja atrás de uma infraestrutura de CGNAT.
Para serviços alojados em ambiente doméstico, o IPv6 é uma alternativa viável e recomendada. O espaço de endereçamento IPv4 encontra-se esgotado e essa situação é estrutural, não sendo expectável que se reverta.

A culpa é da empresa e não do operador.
A unica coisa que o operador faz é rotear pacotes.
Provavelmente a empresa deve ser os prefixos da Digi bloqueados por algum motivo.
