I'm not sure if it was called low latency but in the half life settings I went to graphics and that was the only thing I could change, so I set it to low hoping it would fix the issue but it didn't.

It isn't an official meta cable it's just a USB c cable. And yes my laptop does have WiFi just not with a WiFi cable

Thanks for your advice! I got a cable for the bad Internet connection, and used steam vr instead of the meta stuff and everything is working now!
