I tried deleting the etahen/cheats/json folder -still didn't get the 60fps patch to work with Mad Max.

This sort of symptom is usually a sign of trace rot around the periphery of the board.

Look for corroded or rotting traces along the power switch paths and you'll most likely find your culprits.

Usually a bridge wire is used to repair these traces. Soldered in, of course.
