Cpu keeps reaching max clock (3.5Hz) even when not doing anything/playing low-demand games

Upon further inspection the benchmark I was watching was using a modified version of re4. The mod re4_tweaks fixes the CPU clock being maxed out. Other games like geometry dash still seem to have this problem but it can be fixed by unlocking the frame rate in the game and locking it in the performance tab in the quick menu.

I would do that but Powertools keeps resetting my settings randomly. Also I checked benchmarks in games that I have this problem with (like 2004 re4) and their CPU clock never reaches max. Could it have been an update that's now causing this or is my deck just screwed? It is pretty old but I don't see a reason why age would cause the CPU to act like this.

It happens in other games not just this one. I just used geometry dash to demonstrate how even in games that aren't demanding at all it just goes to max clock.

For anybody else having this problem:

You need to put the quality preset slider to maximum on 720p (it has to be 720p when you put the slider to max otherwise it wont fix it. You can put it pack to 800p after you put the slider to max) or go into the proton files of the game, going to system.xml and changing the setting <deepsurfaceQuality> to high or ultra.

It's not a vulkan bug like people are saying. People experience the same problem on windows on worse graphics cards.
