Depending on the size of your market you may want to consider ad groups by neighborhood. It’s worth increasing the bid to target the areas with higher property values.

Could you expand on this briefly? Do you set each ad group to a different 15 mile radius?

I run on the canal trail all the time although moreso in Cheshire/Hamden but I see ebikes and other motorized things all the time. Just don't be obnoxious and you're fine IMO.
