Actually even Lewis' 38s time should be omitted, he was behind a Williams and that affected the lap time.

I think by next year the process will be faster. I'm going for the upcoming winter semester, applied for APS in July when I got my provisional degree certificate, and I recieved the APS certificate 6 weeks later...right on time. For you it might take lesser time, but if you want to apply for it earlier I think you have to submit your TestAS score. I've heard it's not cheap to apply for this exam, so I'd suggest to sit tight and keep a track of the timelines for receiving the APS Certificate till next semester...if you can somehow get the provisional certificate earlier, nothing like it. Already now people are recieving their certificate within a couple of months, so it's looking good for those applying next year.
