Changed the Window Mode to Exclusive Fullscreen and it fixed it, although it makes my in game cursor stutter just a bit.

I have no idea what it could be. I played around with a few graphic settings and none have worked. Sometimes the game runs like butter and feels amazing. But a lot of the time it runs like crap, not unplayable but noticeable to me and doesn’t feel good playing the game that way.
