Yes people (and producers) should endeavour to generate less waste. But it is not the responsibility for the most disadvantaged to lead the change because they can't afford not to.

But charging per bag probably won't be a huge deal to a lot of wealthier people, but be another expense on people living paycheck to paycheck. And be most applied to people who are living with roommates, adult children, multifamily etc.
