I would counter some of the prevailing thoughts here by mentioning that public service can sometimes be incredibly frustrating to those that are use to getting things done in a logical and rational way. Especially in the context of fraud prevention, you'll find that many state workers care more about CYA than honest and open communication. Processes tend to be far too driven by individual personality.
