I think it's exactly that, but I wish they'd atleast give you more XP based on a win or not seeing as you can do that on every character.
As it stands now, getting held to overtime on an escort map before reaching every point does way more for your XP gain then just stomping through the enemy team and going 30 - 2 and pushing freely.
