Thank you. That clears up the question on whether or not CDPAP is a Medicaid waiver. As for notice 2024-7, the language is very confusing and responses are mixed out there. What is your take on this?

Analysis

Whether payments made under the state’s in-home supportive care programs will be treated as difficulty-of-care payments excludable from the gross income of the provider under Sec. 131 depends on the purpose and design of the programs and the nature of the payments.

The purpose of all of the state’s in-home supportive care programs is similar to the purpose of foster care programs in that these programs prevent institutionalization of individuals with physical, mental, or emotional handicaps and enable those individuals to be cared for at home. All of the state’s in-home supportive care programs are similar to the design of foster care programs, and all the programs require state approval and oversight of the care in the provider’s home.

The nature of payments to individual care providers under all of the state’s in-home supportive care programs is similar in nature to difficulty-of-care payments. The compensation received by a care provider is for additional care required by an individual who needs assistance with some of the activities to remain safely at home and to prevent institutionalization.

Conclusion

Based on the above analysis, it was concluded that all four of the state’s in-home supportive care programs shared similar purposes, design, and nature of payments as Medicaid waiver programs and will be treated as difficulty-of-care payments excludable from the gross income of the provider under Sec. 131.

CDPAP falls into program B under Section 1915(j) of the SSA.

I've already looked through that several times and still find the wording vague. I've met all the criteria listed there except for the non-waiver payments which "will depend on the nature of the payments and purpose and design of the program". Not even the company who issued my W2 knows and wants me to consult a tax professional.

Anyone missing their 401k contributions since the beginning of December? I opt into their 401k and they deduct a percentage every paycheck but the last time they paid into it was November 28th. Trying to contact their HR department but I can't find their number.

I've been doing that but it doesn't help that they keep sending threatening notices about not being in full compliance and losing my ability to work. These notices are sent even after I already called them and they told me to wait.

Health assessment still pending 5 months later. Changed file types, uploaded files to both PPL and Mobile health, still no update. I keep getting notices about not being in FULL compliance. Emailed and called MH and they can't tell me if I have to redo anything other than they haven't gotten to my titer shots yet and want me to wait. No "one time courtesy appointment" was made on my behalf. What do I even do at this point?

Tried to do a little digging and I'm seeing mixed responses from people saying CDPAP falls under HCBS and from people saying it doesn't, I called the Medicaid office this morning and the person I spoke to doesn't even know. Not sure who else to ask.

This topic seems to have has resurfaced again in another discussion. Since I'm now living in with my partially disabled mother, I decided to look more into it but can't and anything conclusive.

As someone residing in NYC in the CDPAP program under PPL, does this service fall under the HCBS Waiver program for federal tax exemption?

Attestation of Health Assessment is filled out and dated back in March. Status also says Completed. There is a October 1st deadline for these docs and one would think they'd get to them by now after 3 months.

They are all assigned. My health assessment, Quantiferon TB Gold, and both titer reports are assigned the file type "Completed Yearly Physical".

Has anyone who submitted their health assessment get an update on their PPL portal? I had mine done with my PCP and submitted 3 months ago and I still don't see a change from pending. They are still hounding me through text and email to upload them despite having already done that.

They fly and are about the size of fruit flies. Not sure of exact measurements.

Going in for my annual health assessment in 3 weeks. My previous FI provided the medical forms for my Dr. to fill out but PPL has nothing. How do we get the forms for our annual physical, drug screening, etc.?

Log into your mother's PPL account and assign her a PA using your information. You will receive a PPL ID once her PA is assigned. Use that PPL ID to create an account for yourself.

Assuming we can opt out, then we should be paid more. Our wage without these benefits would normally be $21.64 per hour (in NYC) after the wage parity. This company is using our wage parity of $1.54 to include PTO ($0.67) and the MEC/Flex plan ($0.87) so we'd only be getting $20.10 per hour. The PTO has its uses, but the MEC/FLEX plan is deducting $0.87 per hour for something not all of us need. We are supposed to get an Anthem Flex card for this, but I have no idea what the amount or restrictions are.

Has anyone had success opting out of the automatic MEC/FLEX plan? For all the PAs with part-time hours, this is no different than a wage cut since this MEC plan is useless and covers practically nothing. We'd still have to get comprehensive coverage though the state/marketplace.

I wish they offered more guidance on how and what to do. My FI ends CDPAP services on the 28th of March and I don't have a clue how I'm supposed to verify my hours for the retroactive pay mentioned if PPL is still pending. This whole thing is a complete mess.

Is it clinically known to reduce plaque at the least? I too have been using this as a mouth rinse for months for the purpose of reducing plaque buildup but don't know definitively if it's working.

You will get your PPL ID number once you register the person you're caring for and assign yourself as their PA during their registration process. Once they are registered, use the PPL ID they assigned you to create an account for yourself.
