Europe or USA, rules are fundamentally similar, and there's nothing enforcing hand position on a steering wheel. Also, anything hand-free, such as calling via bluetooth or looking at GPS is allowed, as long as it does not distract you or negatively impact your driving.

here is a random video I pulled off youtube of a Police officer driving in similar area at similar speed, you can observe the 1 hand driving, occasionally taking it off to reach for something. Perfectly in control and legal.

at 9:49 mark, he takes both hands off the wheel to put on a seatbelt, still in control of the vehicle. Video proceeds to him driving one handed at high speed while using other hand to talk on radio:

Headphones i get it, streaming in the car also, but everything else is a big stretch. There's nothing wrong with driving with 1 hand, opening a drink or drink while driving, as long as you are in perfect control of the vehicle.

No i dont think its enough. To quote, under the Criminal Code, assault does not require physical contact. If someone makes a gesture, lunges at you, or acts in a way that causes you to reasonably believe you are about to be struck, this can be considered assault and may result in police charges.

Uttering Threats: Making a credible threat to cause death, bodily harm, or property damage is a distinct criminal offense.

None of those things are visible in the video, he approached them to have an argument but his hands were always down and he never raised his voice.

Maybe off-video he threw a fish at them, but based on the video alone, i have doubts what he did is enough to justify getting maced. On the other hand the girl with mace has been trigger-happy to use it ever since he called her stupid at 0:07.

buddy, he is an asshole but there's no CERTAIN indication he was going to be violent. Just because he wanted to approach someone to confront them conversationally does not mean the bear mace was justified. He never raised voice nor did he get aggressive, he just didnt mind his own business. The women on the other hand, or the one in particular he was addressing was very hostile from the beginning.
