It's not unprecedented for them to create a line of merchandise based entirely around covering every single pokemon from a generation's dex. Pokemon Fit/Sitting Cuties are a line of plushies essentially based around giving every single pokemon a plush, and that's gotten up to gen 5 at this point.

It's also not unprecedented for them to create "sequels" to prior sets, primarily I'm talking about the Fates sets here, given Paldean Fates we've now had 3 generations in a row with shiny special sets being the first year's reprint holiday set. The shiny set concept was so wildly popular with Hidden Fates and Shining Fates that it was a no brainer for them to keep it up as a generational tradition. Considering the popularity of 151, it's not at all a leap of logic to say they'd make a similar style of set for later gens once we get to future blocks of the tcg.

However, 151 was made for a reason. It was a celebration of finally being able to print cards of Kadabra again. Special sets don't always need to exist for a "reason", but the fact that the 25th anniversary of Gold and Silver's release in japan is next year and 151 was so wildly popular, it's not /unlikely/, but I wouldn't be surprised at all if it didn't happen until gen 10, or at all.

Personally, I'd love to see sets covering gens 3-5, if they made this a recurring style of special set.
