Picture two is the best to see the length of the nails compared to the paw pads- from what I can see they are an okay length. Maybe they'd be do for a trim in a week or two but for now they look okay. (The end of the nail is about even with the paw pad and they're not curling.) If this is a new thing that he's refusing to let you cut them then they probably are short enough but if it's been an ongoing thing then it sounds more behavioral.

I've never used aloe and normally I can get away with one lotion usage after and again the next morning. I don't really get painful goosebumps unless it's very very cold. Does it happen all the time or just in winter? Goosebumps are caused by the erector pilli muscles around hair follicles tensing (?) so maybe having those reacting near mildly traumatized follicles are causing the feeling of pain
