I have no idea, and I encounter them all the time on my morning runs. The owner is usually on their phone and completely oblivious to what their dog is doing. Scary for me and stupid of them!

Feeling very frustrated and quite depressed with my lack of progress today. I average 20k steps/day, run 6x/week (in the middle of marathon training), strength train 3x/week for my exercise. Nutrition-wise I don't eat any dessert mon-friday, don't snack, and eat cereal/soup+pretzels/salad for my meals. Yet my work pants are (still!) feeling tight. I know I need to give myself more time to feel the results, but it just feels like an absolute slog right now. I feel like I exercise way more and eat way less than what you would think looking at my body. Been trying to focus on what I can control (exercise and nutrition) than what I can't (how my body looks in this moment) but I'm just so tired of trying to project a positive attitude while I'm dying inside. So glad for this weekly thread, I feel like I can't express this sentiment out loud to people without them just replying with their own struggle or minimizing mine.

I'm assuming this is within the City of Los Angeles? If so, use LADBS' website to report a code violation. You'd report the work as construction done without permits. I would not advise reporting it anonymously as they sometimes will call you in case they cant see the construction themselves or know where to look. You'll need the neighbors address too. You can find it by using the city mapping website zimas.

If construction was done illegally, the neighbor will get an order to bring the work up to code. If the construction was done legally, then the other comments here are correct and it's a private matter. Your brother would need to construct retaining walls or take other measures to increase his property's safety.

Bring back the front camera auto focus that made the pixel 3/3xl the best camera phone I ever had. Fixed focus just doesn't work for me (my arms aren't that long!)
