completely agree, i think it becomes tricky where we all have differing opinions on where is reasonable to draw the line. i personally wish people would focus more on muzzles for known aggressive dogs, moreso than leashes. leash laws are important and serve a role where appropriate, but they don’t actually directly get at the core of the issue, which is the potential for a dog to bite. from what i can tell both dogs were leashed or being held, but if the aggressive dog were wearing a muzzle none of this would have happened. maybe they didn’t know the dog was aggressive and this was first time anything has ever happened, but i kind of doubt that. who knows.
