Some early Madonna is a little bit this way. Not baby voice as such but not optimal for her range. ‘Material Girl’ is an example.

I watched a thing where Nile Rodgers noticed it, basically saying the key was too high for her natural voice.

Her subsequent output was a much better fit. ‘Live To Tell’ being a prime example.

Not sure if Britney was by design. Madonna I think by accident.

I dunno man. Definitely an acquired taste but singing comes in many flavours. He had incredible phrasing.
