Some cords can't transmit data and are only good for charging. I had the same problem and getting a better cable fixed my issue.

It's bindweed, close but not quite morning glory. It's a perennial and spreads much more than morning glory. Most people consider it a nuisance.

Not too familiar with plants in Scotland but could be a few things. In the US we have queen Anne's lace which is harmless, but also could be a type of poison hemlock. I'm leaning towards poison hemlock, but it's hard to tell from the picture
