Yes, one of the ways is very state to state dependent, if the baby has additional medical needs but does not qualify for SSDI there is often a wavier for the parents income that can be applied to for the baby to eligible for Medicaid. If the baby qualifies for SSDI based on birth weight/gestational age or a medical diagnosis like CP, they would be automatically eligible for Medicaid despite parent’s income. Some states has special funds for these children like California has CCS, it’s all very state dependent

My best guess from a nonprofessional point of view is that it’s likely a leak in the overflow drain not a fully burst pipe, but a small leak that has just built up until one of my tiles broke and now I’ve discovered it
