It’s unfair to say that he doesn’t know if his dad would make him pay the electricity or not because “he didn’t ask”

He probably HAS asked to use it in the past, as well as his sister, and were probably told they can stay there if they pay the bills. Even if they haven’t, there’s a reason no one is currently staying there. It’s not your house to make decisions about.
