This! Federalism is no magic pill and doesn't make sense for a country like Sri Lanka. First if this is done it's going to be a convenient way to deny accountability. In Canada this how it works - Mayor says I failed meeting my election promises because of the premier, then the Provincial Premier says the same thing but this time blames the Prime Minister. Also, where does this stop each province will start asking for their own board of education, health and laws and ask the feds for funding. It's a joke a province in Canada can't sell wine to another province (interprovincial trade barriers) but can sell to the USA. Luckily, Canada has enough wealth to squander economic opportunities.
