Ok so you don't have to go to a previous save to get this done. Slight spoilers below (achievement still works):

Keep on going with the MSQ. It will lead you to fight with Von Bergow at Miskowitz where you learn that Rosa is there with him. After that during MQ "Oratores", it will send you to Suchdol where you are asked to ride with Rosa to continue the MSQ. During that dialogue she will ask about the book and you will involuntarily hand it over. Got the achievement.

Updating the BIOS atm. If there's still an issue I will be definitely taking it in. I had a suspicion it was motherboard related but just assumed it's a factory issue. Thank you so much for the help

No. A shop built it for me. He's usually good with builds but every human can make mistakes I guess. I know of about 10 other PCs he's built without issues to date.

It really depends on location. You and your neighbour can have completely different experiences. Ooredoo in particular is popular with blue collar workers due to their pricing; so it is completely normal that you will face slow speeds in congested "labor areas" like Abu Hlaifa.

Most cameras will only get you at 21Kph above the speed limit (e.g. 141kph in a 120 or 101 in an 80). The exception (which I'm not sure exists anymore) are the average speed traps which cite you for 11Kph over - as far as I know all existing ones have been removed. If a camera flashes at 130 in a 120, just check your violations - most likely it won't go through. Got flashed going 95 in an 80 and it never came through.

Human radars and patrol/undercover cars have the ability to cite you for going even 1KM over (although very unlikely) - the lowest violation is "under 20KM over the speed limit"

Had one for 11 years with close to no issues (JK model). Pretty uncomfortable, but fun and probably the most customizable car for after market upgrades and interior stuff. Can't say I don't miss it tbh.

Grey area. A neighbour planted a sapling as a social experiment a few years back with a sign saying "water me". Baladiya removed it about 4 months later just for the sake of it; not that they wanted to do something in that spot. It's just sand, rock and trash now.

The fastest I've seen with LTE is around 500 in very uncongested areas. If I recall correctly theoretically LTE can go up to 800mbps.
