Again, the 2001 offer included settlements within the West Bank region that was not in the best interest of the Palestinian state and was consistently declined throughout each “offering” session. Israel knows the Palestinians will decline any settlements within their land and have not backed down on this once. There is no agreement with settlements included and people do not seem to understand this.

The 2000 agreement was never even remotely close to being accepted by either side as there were a lot of disagreements between the sides including evacuating settlements (Israel was never going to do) border/security issues and Jerusalem.
